The Global Intelligence FilesOn Monday February 27th, 2012, WikiLeaks began publishing The Global Intelligence Files, over five million e-mails from the Texas headquartered "global intelligence" company Stratfor. The e-mails date between July 2004 and late December 2011. 政府と学術機関には、「中立性」「政治色」についてや、「活動の資金源」について、市民から質問されたら答える義務がある。特に「スパイ活動をしているのではないか」「他国を有利にするために働いているのではないか」という疑問については、答えなくてはならない。この義務は「国家」を前提としてシステムを考える以上、「不文律」で存在する。もしこの義務がない場合、当該「国家」は正当性を失う（ギャングによる不法支配であることが客観的に認定される）からである。
