There is no "public stream" or town square by default. We don't recommend having one either, because this means you'll require moderators 24/7 to stay out of jail. If you know everybody on the site, you can enable a site only public stream if you want. I normally create moderated public groups or private groups and rarely if ever block anybody because I don't need to. With sensible permissions you'll never see the riff raff.
You can loosen these restrictions or tighten them further. The point being the choice of how and who you want to interact with is yours. We just enforce your choices - whatever they might be.
